De la Cuesta Arzamendi, José Luis

Jurist (Criminal law)

José Luis de la Cuesta Arzamendi (1955, San Sebastian) is professor of Criminal Law at the University of the Basque Country, UPV/EHU. He pursued his studies at the universities of Pau, Louvain Catholic University and KU Leuven (Belgium), Max-Planck Institut für Strafrecht (Germany), DePaul and University of Nevada-Reno (USA). Visiting professor at several universities in Belgium, Chile, France and China.

He is director of the Basque Institute of Criminology, honorary president of the AIDP-IAPL, chairman of the Council for the Victims of Terrorism, and president of Hurkoa. He was director of the Summer Courses of the University of the Basque Country (UPV/EHU) from 2007 to 2014, and president of the Association Internationale de Droit Pénal,  from 2004 to 2014. He was assistant to the Presidency of Eusko Ikaskuntza (2005-2012), and vice-rector of the University of the Basque Country (UPV/EHU) campus of Gipuzkoa (1991-2000).

He is a member of the Royal Basque Society of Friends of the Country, Max Planck Institute for Criminology, Foreign and International Criminal Law's Fachbeirat (Freiburg, Germany), Siracusa International Institute for Criminal Justice and Human Rights (Italy), and the Executive Board of the International Society of Criminology.

Author of many publications, his main lines of research: alternatives to the deprivation of freedom; prison law; legislation against torture and anti-terrorism legislation; corruption; cybercrime; protection of the environment through criminal law; EU criminal law; globalisation and criminal justice; criminal liability of legal persons and the treatment of victims.

Recipient of an Outstanding PhD Thesis Award, Second Prize in the International Course on Criminology Essay Competition, and the 2009 Euskadi Research Award. Honorary Doctor by the Alexandru Ioan Cuza de Iasi University (Rumania), and the Huánuco University (Peru).
